Quite simply, I just need an accountant to be able to run QuickBooks on a network PC inside my network. My objective is to provide VPN client access to a bookkeeper so they are able to first connect via VPN client, then connect to a Windows PC via RDP and work in QuickBooks. Maybe I'm making it more complex than it is, but it just didn't strike me as a simple solution for non-IT.
From there they select the resource, etc. The user pops the IP with port and lands on the login page. It also seemed to be restricted in the area of resources. I've watched a few video tutorials on SSL VPN, but it seems to me that it's a little complex for the average non-IT user.

I will say that Microsoft states that Always On VPN is supposed to be the DirectAccess replacement, but Always On VPN can only be used with Windows 10 clients. Both offer remote access for users, but there are similarities and differences between the two. There are two different products Microsoft offers - Always On VPN and DirectAccess. If you do end up needing to use something else, there are a few options through Microsoft and third-parties. Has Shrew been working with all of your Windows 10 devices prior? I'm just looking at the Shrew VPN page and according to the chart at the bottom, it looks like the last release was in 2013 and supports Windows 2000 through Windows 8.
